The VPN Service is required when you wish to have a WinGate server host a VPN. It will listen for incoming VPN connections on port 809 (TCP) by default.
The VPN Service is not installed by default. There will be an installation button on the VPN Panel, which allows you to install the service before you can configure a host VPN. Alternatively, the VPN Service can be installed and configured from the Services panel, located at Control Panel > Services, in the WinGate Management console.
